TL;DR on Lt. Belica
Lt. Belica is a Caster Support that utilizes her special weapon to disrupt the battlefield in unique ways. With her tools Lt. Belica can provide means of crown control and control areas.
Focus on buying cards that increase your Power and Mana
Void Bomb will deal damage in an area and grant Lt. Belica Mana for each enemy hit. This is great for harassing enemies and pushing lanes.
Seismic Assault will send out energy in a line knocking up enemies. And when comboed with Void Bomb will provide useful means of burst damage. When used in tight corridors Seismic Assault is a powerful means of pacification.
Lt. Belica can call in a Void Drone to help her in battle. This drone will drain enemies Mana in a large area and will zap them for damage when they use an ability.
And finally your ultimate is Neural Disruptor. Lt. Belica will un-holster her pistol and deal massive damage to an enemy. The damage is increased based on an amount of mana the target is missing.
With her arsenal of advanced weapons Lt. Belica is a powerful threat to her enemies.
Call in Void Drone at a start of a fight to deplete your enemies resources and zap them when they try to fight back. Drop a Void Bomb and follow up with Seismic Assault to neutralize enemies. And when you found your target pacify them with Neural Disruptor and bring swift justice to your enemies.

- High potential in pushing a lane. Has a lot of AOE damage tools to clean up quickly.

- Mana hungry. Void Bomb sucks a lot of it.
- Has no escape abilities.
- Nearly all of her abilities can be dodged if placed inappropriately.
Lt. Belica's Abilities Analysis
Burst Fire
Ranged basic attack dealing Basic Damage.
Void Bomb
Alternate Ability. AOE bomb that detonates after a short delay, dealing Ability Damage. Restores Mana for each enemy hit.
Void Bomb has a huge range. It deal pretty significant AOE damage and drains your Mana very fast. Especially early game. You may find it slightly similar to the The Fey's Harvest Nettles ability but it does not return that big amount of Mana unless you hit an entire enemy team.
Void Bomb is more or less similar to Make It Rain of Howitzer by area of damage and delay. Damage is huge as well especially when maxed out which makes Void Bomb an important part of any Lt. Belica's burst combo.
Seismic Assault
Primary Ability. Line of energy that knocks up, deals Ability Damage and applies Slow.
The only ability that can be used defensively to disrupt enemies while retreating away so use it wisely. Out of teamfights can be means of wave-clear (when minions are lined up).
Seismic Assault has a significant range but the knockup effect is applied like a slow wave which makes it easy for your enemy to dodge it. Try using this ability when opponents don't see you casting. When they are focused on something else or have no vision on you due to obstacles.
Seismic Assault excels in narrow corridors (similarly to the Fey's Bramble Patch) and comboes well with Void Bomb.
Note: Seismic Assault can be used to knockup Gideon sitting on his Black Hole above your head. Altitude does not matter.
Void Drone
Secondary Ability. Large AOE drone that drains a percent of Mana every second from enemy heroes. The drone will attack enemies within its zone whenever they use an ability, dealing Ability Damage. Drone health increases per level and can be destroyed. Has limited duration.
Yet another tool to control the battlefield. By placing a Drone lt. Belica forces enemy to make one of the following decisions:
- Pull back and avoid Mana loss or punishment for using abilities.
- Focus the Drone itself instead of making damage to your or your teammates
- Accept Mana loss and damage and keep fighting in range of your Void Drone
The most beneficial would be to place the Drone right when enemy engagement is starting when you see your opponents committing to using all their abilities arsenal. It won't be beneficial to cast Void Drone while you and your opponents are just poking each other but no teamfight commitment is made. The drone will be just brought down without any use.
Keep in mind 40 seconds long cooldown for Void Drone
Pretty much like Iggy & Scorch's Flame Turrets or Wards Void Drone can be destroyed by certain amount of hits. This amount starts at 3 hits on the 1st level and each ability level add one more hit to bring the Drone down. Maxed out Drone will need to receive 6 hits to get deactivated. One more thing - like with mentioned turrets if your Drone attacks an enemy while you are in range of an enemy tower then you will get aggro (the tower will start focusing you).
Neural Disruptor
Ultimate Ability. Deal Ability Damage per point of target's missing Mana.
Pretty low both Card scaling and base damage. The main idea of this ultimate is to counter Heroes with big Mana pool which is close to being empty. It can really hit like 1K damage on heroes with big Mana pools that are depleted.
Neural Disruptor has the same range as your basic attacks but once you locked your target it will be a 100% accurate hit even if your enemy walks away or even behind the Dekker's Containment Fence. See this in action below:

Early game Lt. Belica may suffer from low Mana pool. Mana regeneration cards are recommended.
Core Cards for Lt. Belica
Supply Sergeant
Supply Sergeant works very well on Belica during early and mid game. Don't forget to use it on cooldown and if possible get closer to your allies to give them some Mana as well.
Astral Leap
Astral Leap is a good card for Lt. Belica. It grants Mana and Mana Regen, which is good by itself. And it is also an awesome play-maker for an aggressive player. Blink forward to a target, rotate through your abilities and see them dead.
Thaumaturge
A strong pick for mid game. Belica has an impressive Mana Pool and is capable of dealing a lot of poke damage to enemies. May even become your late game card but there are other options you may consider since Thaumaturge does not give you any special effects, just damage which is not a killer-feature.

Gameplay with Lt. Belica
Early Game
Yo can do solo laning and even push it pretty well with your Void Bomb and Seismic Assault. However keep in mind that the Bomb drains Mana very fast and Seismic Assault should be landed on a wave of enemies while they are on march and lined up perfectly.
Mid-Late Game
Your main goal is to make teamfights as difficult to your enemies as possible. Due to no escape you should never be on the front line but rather come in right from the very beginning of the brawl. Put your Void Drone as soon as you can but after your enemy have made a commitment to fight.
Void Bomb is a brilliant tool to control enemy positioning. Make opponents decide whether to keep fighting and receive damage or move away. Since in most cases your enemies will fall back in different directions you can split them with the Bomb and take a local advantage (one versus team).
Save Neural Disruptor till the end of the teamfight. It becomes stronger with each ability your enemy use (the lower Mana pool they have the better). Never open with your Ult since its base damage is quite low.

I can barely imagine a Hero that does not combo well with Dekker's Containment Fence. When enemies are sealed Lt. Belica can use her Bomb and Drone instantly (preferably outside the Fence) and just before the Fence fades away follow up with Seismic Assault and Neural Disruptor

- Base damage reduced (60 / 80 / 100 / 120 → 30 / 50 / 70 / 90)
- Power scaling reduced to 0.376 from 0.5
- Now has 200 / 375 / 550 / 725 Health instead of pips.
- Now takes 60% reduced Ability Damage.
v38.1 (Feb-28 2017)
- Increased Range (900 → 1300)
- Speed of ground projectile adjusted for Monolith.
- Now moves 50% faster.
- Activates .2 seconds faster.
- Now reduces enemy mana regen by a percentage of max mana 2% / 3% / 4% / 5%.
- Ability now scales with card power - each point of power increases the base multiplier by 0.15%
- Base multiplier has been reduced (0.8 / 1.0 / 1.2 → 0.7 / 0.8 / 0.9)

@George, I have a feeling shes going to be really annoying....like really annoying. Not looking forward to a new carry :( The game meta doesnt favor carries atm. So why are they releasing new ones when 90% of the Paragon population sucks with Carries.
@George, @ MysteryPayne1, I'm extremely excited for a new carry. I love Epic's dedication to releasing a new Hero every 3 weeks. It keeps broadening the game and allowing the meta to grow. I think a lot of the carries in the meta are struggling currently and I hope this brings a new option to the table.
Played a few bot games to check her out. My thoughts, very weak early game but she snowballs well like Murdock. Her Ultimate is very effective against heavy mana users like Gadget, Gideon and even Khaimera. Not even full build i was hitting low mana heroes for 800.
Things I believe need some work:
Her Void Bomb is to noticeable and takes too long to detonate (2.25 sec) seems a lot slower than Gadget's sticky mine activation (not explosion). It was far too easy to walk out of it.
Seismic assault is very hard to hit on anything other that bots or heroes who are not focused on you. Would be way better if this was a cone shaped area.
Drone is pretty decent and the damage scales nicely. However it is still pretty ineffective as it is killed extremely quickly. Would have been great if the mana drain was a leach and had a bit more survive-ability,
All said, nice work and a lot of the changes above may make her a bit OP but the Void Bomb time should be lower. :)
@Marricus, Yeah. Against her you need to manage your mana pool really good. Otherwise hits over 1K that werenever seen since Closed Beta may come back to Paragon.
Agree on Void Bomb. But. It's all about positioning if placed properly it will be devastating. I actually feel it similar to Howi's Ult.
Same as to the Assault. Pretty the same as Patch of the Fey but even slower in expansion to the full distance. And I agree it is extremely easy to dodge. And this all makes me think the idea was to specifically make this Hero focused on perfect timing of using abilities and good positioning.
@MysteryPayne1 sure people still sucks with carries, but in general people sucks everywhere even in chooosing heroes for a balanced team. I've never played MOBA but this game and still learning how it correctly cgoes but it is obvius sometiemes that your teammates are not doing well... But this is all because it's still Beta phase for the game and we all know what happens in Beta games: lots of AFK, nobody cares about team synergies, being well coordinated or even playing the heroes they choose well. I really hope this kind of things get over when the Beta phase ends. At least community is not toxic :D
